Age is not the only rule
A venue that accepts four-year-olds is usually running a separate cadet or battery-kart session rather than putting a small child in an adult kart. That session may run only at set times, so the date matters as much as the age.
Height is the rule that catches families out. A child can be old enough and still be turned away at the desk for being under the height line, which is there so they can reach the pedals safely. Ask for the height minimum when you book, not when you arrive.
